WorldStage– The Federal Government of Nigeria has announced significant progress in executing zonal intervention and constituency projects across the six geopolitical zones.
The Minister of Special Duties and Intergovernmental Affairs, Mr Zaphaniah Jisalo, made this known on Tuesday in Abuja at the presentation of the Annual Status Report and launch of the compendium.
The report is titled: “Actualising President Bola Tinubu’s Renewed Hope Agenda through Implementation of Zonal Interventions/Constituency Projects.”
Jisalo said the federal government verified and certified a total of 772 project intervention projects in the six geopolitical zones of the country.
The minister said the event provides an opportunity to showcase government’s commitment to accountability, transparency and improved monitoring of intervention projects executed between 2023 and 2025.
He said that the ministry remained committed to its mandate of monitoring, verification, certification and coordination of federal government intervention projects nationwide.
According to him, investments were made in critical sectors, including infrastructure, education, healthcare, water supply, road development, security, women and youth empowerment, and community development.
“The launch of this compendium represents a major milestone in documenting and verifying projects, promoting transparency and strengthening public confidence in government intervention programmes,” he said.
The minister commended the National Assembly, Ministries, Departments and Agencies (MDAs), development partners, private sector and the media for their support in advancing the Renewed Hope Agenda.
He also acknowledged the achievements of the administration of President Bola Tinubu, particularly in infrastructure development, economic reforms and the implementation of constituency and zonal intervention projects.
Presenting the status report, the Permanent Secretary in the ministry, Dr Onwusoro Maduka, said the ministry was re-established in 2019 with renewed responsibility for monitoring, verification, certification and coordination of zonal intervention and constituency projects.
Maduka explained that the ministry’s mandates included managing presidential initiatives, monitoring Federal Executive Council-approved projects, coordinating inter-ministerial functions, improving intergovernmental relations and ensuring compliance with project implementation standards.
He said under the 2023 appropriation, the ministry monitored intervention projects valued at N100 billion, with 1,347 projects planned and 389 projects verified, representing a performance rate of 28.88 per cent.
For the 2024 appropriation, he said the ministry recorded significant improvement, with 483 out of 1,120 planned projects verified, representing 43.13 per cent.
“The improvement was driven largely by the deployment of the GIS Project Management Information System (GIS-PMIS), an internally developed platform that enhances project tracking, geo-reference verification, reporting efficiency and data management,” he said.
Maduka added that the 2025 appropriation captured strategic intervention projects covering infrastructure, empowerment, rural electrification, water supply, security enhancement, institutional development and monitoring activities.
He said the ministry had also produced a 2023–2025 compendium containing a structured database of verified projects and programmes implemented nationwide.
According to him, the ministry had continued to enforce compliance with the directive from the Office of the Secretary to the Government of the Federation (SGF) requiring MDAs to subject zonal intervention and constituency projects to verification and certification before contractor payments.
He warned that failure by MDAs to comply could attract administrative sanctions, including exclusion from future implementation responsibilities and referrals to relevant accountability agencies.
The permanent secretary listed challenges facing effective implementation of projects to include non-compliance by some MDAs, delayed project execution, inadequate logistics for nationwide monitoring, weak inter-agency collaboration and delayed release of funds.
He recommended stronger enforcement of compliance directives, provision of operational vehicles, improved collaboration among MDAs, sanctions for non-compliance and full deployment of the GIS-based monitoring system.
In his remarks, the Speaker of the House of Representatives, Mr Tajudeen Abbas, represented by Mr Dickson Tarkighir, commended the ministry for producing the report and compendium.
Abbas described the initiative as an important step toward strengthening transparency, accountability, institutional memory and evidence-based governance in the management of public interventions.
He said the Renewed Hope Agenda of President Bola Tinubu was anchored on economic growth, infrastructure renewal, social inclusion, job creation, institutional strengthening and improved public services.
According to him, constituency/zonal intervention projects have remained important mechanisms for addressing specific developmental needs of communities through the provision of schools, healthcare facilities, water schemes, rural roads, agricultural support programmes and empowerment initiatives.
The Speaker stressed that the value of such interventions should be measured not only by the number of projects delivered but also by their quality, sustainability and impact on citizens.
He assured that the House of Representatives would continue to provide legislative support and oversight to ensure public resources were deployed effectively.
Abbas said the newly launched compendium would serve as a valuable reference document for legislators, policymakers, researchers, development partners and citizens interested in understanding the distribution and impact of government intervention projects.
He urged stakeholders to remain committed to responsible governance, accountability and inclusive development to ensure that the Renewed Hope Agenda translated into meaningful transformation for Nigerians.
