Theme: Reconciling Campaign Promises with Governance Realities: Challenges and Prospects
Preamble
The Guild of Corporate Online Publishers (GOCOP) held its 9th Annual Conference at the Radisson Blu Hotel, Ikeja, Lagos, on Thursday, October 9, 2025, under the theme “Reconciling Campaign Promises with Governance Realities: Challenges and Prospects.”
The conference attended by over 100 members of the Guild, brought together leading policymakers, journalists, academics, civil society leaders, and communication experts to interrogate the widening gap between electoral promises and governance realities in Nigeria and across Africa.
The keynote address was delivered by Rt. Hon. Aminu Bello Masari, CFR, former Speaker of the House of Representatives and immediate past Governor of Katsina State, under the Chairmanship of a former Military Governor of Old Ondo State and Chieftain of the Peoples Democratic Party (PDP) Chief Olabode George.
On the panel of discussants were: Professor Abigail Ogwezzy-Ndisika, Director, Institute of Continuing Education Centre, UNILAG; Malam Lanre Issa-Onilu, DG, National Orientation Agency (NOA) and the Editor-In-Chief of Premium Times, Mr. Musikilu Mojeed. The session was moderated by Mr. Ken Ugbechie.
- Key Observations
Democracy and the Politics of Promises:
The conference observed that democratic governance thrives on campaign promises, which mobilise citizens and inspire hope. However, the difficulty of translating these promises into measurable governance outcomes has remained a major challenge in Nigeria and many other developing democracies.
Fiscal and Economic Constraints:
Participants noted that many campaign manifestos are aspirational and often detached from economic realities, especially in countries like Nigeria, where government revenues are heavily dependent on oil — a commodity vulnerable to global price fluctuations and market volatility.
Impact of Emergencies and Crises:
The conference underscored that unforeseen crises like the COVID-19 pandemic, insecurity, and natural disasters frequently force governments to reprioritize and redirect scarce resources, thereby derailing the fulfillment of campaign promises.
Weak Institutions and Governance Bottlenecks:
It was stressed that weak institutions, corruption, and bureaucratic inefficiencies persistently undermine policy implementation, while short electoral cycles incentivize leaders to prioritize populist measures over meaningful, long-term reforms.
Policy Trade-offs and Public Misunderstanding:
Delegates noted that policy decisions such as fuel subsidy removal and exchange rate reforms, though necessary for economic stability, often lead to short-term hardship. The lack of adequate public communication before and during such reforms exacerbates public frustration and erodes trust in governance.
The Role of the Media:
The conference acknowledged the central role of the media — particularly online publishers — in shaping public perception, holding leaders accountable, and bridging the communication gap between government and citizens. It noted, however, that sensationalism and partisanship in reporting undermine this critical function.
Citizen Engagement and Accountability:
It was noted that alarmingly low civic awareness and citizen engagement have resulted in a superficial understanding of governance intricacies, underscoring the urgent need for enhanced public participation and transparent communication to foster trust and sustain democratic institutions.
- Resolutions and Recommendations
At the end of deliberations, the following resolutions were adopted:
Responsible Political Communication:
Political actors must prioritize realism in their campaign promises, ensuring they are feasible, fiscally responsible, and implementable within existing resource constraints. Moreover, parties and candidates should be held strictly accountable for their pledges, facing tangible consequences for unfulfilled commitments.
Strengthening Institutional Capacity:
Governments at all levels should strengthen public institutions to ensure policy continuity, efficiency, and transparency in governance, irrespective of political transitions.
Effective Public Communication:
Leaders must engage citizens honestly and consistently, explaining the rationale for policy decisions, expected outcomes, and the trade-offs involved in implementing reforms.
Media Professionalism and Ethical Practice:
The media, particularly members of GOCOP, should recommit to professionalism and non-partisanship. They should deploy data-driven journalism, fact-checking, and analysis in tracking campaign promises and governance performance through mechanisms such as “Promise Trackers.”
Public Education and Civic Awareness:
Civil society organisations, educational institutions, and media outlets should collaborate to educate citizens on governance processes and fiscal realities to enhance understanding of how government decisions affect daily life.
Policy Continuity and Long-term Planning:
Governments should institutionalise long-term development plans that transcend political cycles, thereby ensuring that national priorities are insulated from electoral changes.
Collaboration between Government and Media:
Constructive engagement between media professionals and government agencies should be encouraged to promote accurate reporting, deepen transparency, and strengthen democratic accountability.
Recognition of Online Media as Key Stakeholders:
The conference reaffirmed the critical role of digital journalism in contemporary governance and called for stronger partnerships between online publishers and public institutions in advancing public policy communication.
Conclusion
The 9th GOCOP Annual Conference underscores that aligning campaign promises with governance realities is crucial to restoring trust and credibility in democratic systems. Participants emphatically agreed that transparency, accountability, ethical leadership, and a free yet responsible media are the cornerstones for bridging the chasm between citizen expectations and actual governance.
GOCOP reaffirms its unwavering commitment to championing ethical and professional journalism, fostering synergistic collaborations, and vigorously advocating for the interests of Nigeria’s online publishing community.
The conference agrees that transparency, accountability, responsible leadership, and a free but ethical media are indispensable in bridging the gap between hope and delivery.
In addition, the conference commends GOCOP for consistently creating a platform for honest conversations about the future of democracy in Nigeria.
It also commends GOCOP for its relentless efforts to combat misinformation and for its unwavering dedication to upholding the highest professional standards in online publishing.
