WorldStage– Widespread confusion and tension have gripped the Nigeria Police Force following conflicting administrative directives regarding the regularization, tenure limits, and training requirements for reinstated senior officers belonging to Courses 18, 19, and 20 (Force Entrants).
The latest operational stalemate follows an official circular issued by the Force Secretary on behalf of the Inspector-General of Police (IGP), ordering the immediate suspension of a mandatory six-month induction course previously slated for reinstated Assistant Superintendents of Police (ASPs) and Inspector Force Entrants.
Under the new directive dispatched to Assistant Inspectors-General of Police (AIGs), State Commissioners of Police, and Commandants of Police Colleges nationwide, all affected officers currently at training institutions have been instructed to pack their personal belongings and vacate the premises with immediate effect. The personnel have been asked to return to their operational posts pending further administrative instructions from the Police Service Commission (PSC) and Force Headquarters.
Injunction Drives Abrupt Suspension
The sudden stand-down order was triggered by an interim injunction issued by the National Industrial Court sitting in Kano in Suit No: NICN/KN/51/2026, filed by the Advocacy for Human Rights and Cultural Values Development Initiatives.
The court restrained the IGP, the PSC, the Nigeria Police Force, the Attorney-General of the Federation, and the Head of Service of the Federation from enforcing the mandatory six-month induction course or altering the service records and retirement timelines of the officers pending the determination of the substantive suit.
The applicants argued that subjecting fully serving and reinstated senior personnel to a fresh six-month induction course at police colleges was punitive, administrative overkill, and contrary to earlier judicial rulings affirming their service dates and seniority.
The Legal Backdrop: Court of Appeal Ruling
The friction stems from a long-standing legal battle over exact service start dates and statutory retirement timelines.
On April 14, 2026, the Court of Appeal, Abuja Judicial Division, dismissed a motion filed by the PSC in Appeal No. CA/ABJ/PRE/ROA/CV/1829MI/2025 (Suit No: NICN/ABJ/28/2025). The appellate panel—comprising Justice Adebukunola Adeoti Banjoko (JCA), Justice Okon Efreti Abang, and Justice Donatus Uwaezuoke Okorowo—turned down the PSC’s application challenging earlier rulings obtained by ACP Chinedu Ambrose Emengaha and seven other senior officers representing Courses 18, 19, and 20.
Following the Court of Appeal’s decision, the PSC approved the regularization of the first appointment dates for the affected personnel during its plenary meeting on June 25, 2026. However, police authorities subsequently attached a condition requiring all affected officers to undergo a mandatory six-month induction course prior to full operational reintegration.
Critics within the force argue that imposing mandatory retraining and fresh administrative conditions undermines the spirit of the appellate court’s ruling, resulting in renewed litigation and the current operational deadlock.
